EXEMPT VEHICLES

Vehicles permanently registered in Chiclana may park in the Orange Zone without needing to display any authorization.

SEASONAL RESIDENT CARD

Documentation:

• ID (DNI)
• Vehicle Registration Certificate where the vehicle owner matches the card applicant.
• Most recent paid Property Tax (IBI) receipt in the locality of Chiclana de la Frontera, where the taxpayer matches the card applicant / or a certificate proving compliance (can be requested through this Diputación de Cádiz website: https://sprygt.dipucadiz.es/group/sede-sprygt/inicio).
• If the card applicant does not appear on the IBI, a copy of the property deed (only the page showing the property owners) can be submitted, showing that one of the owners resides in the property.
• Certificate of no debt with the Chiclana de la Frontera City Council, demonstrating that the cardholder has no outstanding traffic fines in the enforcement stage at the time of application (a traffic compliance certificate can be requested via the Diputación de Cádiz website: https://sprygt.dipucadiz.es/group/sede-sprygt/inicio).

WORKER CARD

Documentation:

• ID (DNI).
• Vehicle Registration Certificate in the applicant's name. If the owner and applicant differ, a Family Book must be provided (if a family member), or a private vehicle usage agreement. Click here to download the vehicle usage agreement model between individuals.
• Employment contract and a certificate (template provided) completed and stamped by the company, which must be located within the regulated Orange Zone. Click here to download the model certificate.

CONDITIONS

The issuance of the seasonal resident card and worker card for vehicles in this Orange Zone is subject to the following conditions:

1. Only natural persons may apply, with legal entities explicitly excluded.
2. The validity period of the cards will end on September 30 each year.
3. As a general rule, one seasonal resident card will be issued per property, with a maximum of 2 cards if there are multiple property owners.

• Certificate of residence (empadronamiento) of the applicant on a Blue Zone street, issued within the last three months.
• Vehicle Registration Certificate where the vehicle owner matches the card applicant.

APPLICATION/AUTHORISATION FORM TO OBTAIN A RESIDENT'S BADGE CHICLANA DE LA FRONTERA

Are Persons with Reduced Mobility (PRM) in the City of Chiclana exempt from payment in the Orange Zone?

Yes, vehicles transporting persons with reduced mobility are exempt from payment throughout the zone, provided that the PRM card is fully visible on the windshield.

PERMANENT RESIDENT VEHICLE IN CHICLANA

1. Do owners of vehicles registered in Chiclana need to carry out any procedures or display any authorization?

No. It is sufficient to be the registered owner of a vehicle listed in the IVTM registry of the Chiclana City Council and be up to date with IVTM payments.

The list of vehicles will be provided by the City Council to the concessionaire company and will be updated with data as of April 15, 2025.

For vehicles added to the Chiclana City Council census after that date, please contact us for validation.

2. If someone is registered as a resident in Chiclana but pays the vehicle tax in another municipality, can they change the vehicle's address to park for free?

Yes, before June 30. Residents who update their vehicle’s tax address to Chiclana (and are not included in the list mentioned above due to a later update) may upload the official proof of tax address change issued by the DGT on our website, and we will add it to the Orange Zone exemption database.

3. Can a LEGAL ENTITY have a vehicle considered as a “Permanent Resident Vehicle in Chiclana”?

Yes, as long as all requirements are met — i.e., the vehicle is listed in the IVTM registry of the Chiclana City Council and is up to date with tax payments.

In the case of a RENTAL vehicle, the applicant must submit the request form available on this page, along with the certificate of registration of the regular driver, and a vehicle rental contract signed prior to June 30, 2025.

4. How can the owner of a seasonal resident vehicle in Chiclana obtain the permit to park in the Orange Zone?

They must submit the request form available on this page, along with the following documentation:

• ID (DNI).
• Vehicle Registration Certificate.
• Proof of being up to date with the Property Tax (IBI) on a property located in the Orange Zone.
• If the vehicle owner is not the property owner, a family record book (Libro de Familia) showing both the property owner and the permit applicant must be included.
• Payment of the special €30 fee.

5. Do seasonal resident vehicle owners in Chiclana need to display any authorization?

No. You only need to submit the request to the concessionaire company with the required documents (as indicated in the previous question), and pay the special €30 fee per vehicle.

6. Can owners of properties located outside the areas affected by the Orange Zone obtain a seasonal resident permit in Chiclana?

No. Only owners of properties located within the affected Orange Zone areas are eligible.

7. Can more than two seasonal resident permits be requested?

No. It is limited to TWO permits per property, which may be granted to the property owners or any person listed in their family record book.

8. If the vehicle owner is not the property owner, can they apply for the seasonal resident permit?

Vehicle owners must be property owners, or — if there is a justified cause — direct family members listed in the family record book.

9. Can a LEGAL ENTITY apply for a seasonal resident permit?

No. The applicant must be a NATURAL PERSON (*).

10. How can I prove I am up to date with the Property Tax (IBI) to obtain the seasonal resident permit?

By obtaining a Certificate from the Provincial Tax Collection and Management Service (SPRYGT) of the Cádiz Provincial Council, either in person or online through their electronic office using a digital certificate or permanent Cl@ve: https://sprygt.dipucadiz.es/group/sede-sprygt/inicio

11. How can a worker in Chiclana obtain a permit to park in the Orange Zone?

By submitting the request form available on this page, along with the following documentation:
